A Right on "red" and Speedy Through Residential

I don't get it, but folks sometimes just ignore the "No Turn on Red" signs and then zoom through residential roads. Here's one. Was able to snap this photo because we were stopped and they weren't turning on red at this intersection. BTW, they turned left and their left tail lights seemed to be out.
